For each user after they are logged in I can do this by right clicking the desktop, going to Personalize, and choosing a solid color as a background. I'm trying to set all users to start off with a solid color background with no background image. I'm starting the process of getting my first RDS server spun up to begin making the transition from Server 2008 R2 to 2016.
